One deployment's stall was narrowed to two causes and resumed with the same image.

CloudTrail showed ModifyTargetGroup AccessDenied, and the LB health path differed from the path the app serves. After adding permissions scoped to the owned app targets and aligning the path, the checked CI image was resumed without a rebuild.
